WHY DOES THE EUROPEAN UNION NEED TO ADOPT ESPERANTO?
ESPERANTO, IF YOU DON’T SPEAK IT,  SPEAK ABOUT IT!

EU IS IN CRISIS, BROKEN DOWN
AT TIME OF MUNDIALIZATION: IT IS ESSENTIAL TO COMMUNICATE TOGETHER EVERYWHERE. OF COURSE ENGLISH IS HERE, BUT THIS LANGUAGE HAS MORE
DISADVANTAGES THAN ADVANTAGES.

1- ADVANTAGES OF ENGLISH
IT’S THE LANGUAGE MOST SPOKEN IN INTERNATIONAL EXCHANGES; IT HAS BECOME THE COMMON LANGUAGE OF EU.  IT’S EDUCATION IS ESTABLISHED
EVERYWHERE IN THE WORLD. BUT IT’S VERY COSTLY FOR A MEDIOCRE RESULT. WHAT IS THE SHARE OF NON-ENGLOPHOBES SPEAKING ENGLISH WELL? CERTAINLY
WEAK, AROUND 20% AMONG EUROPEANS.

2- DISADVANTAGES OF ENGLISH
THE LANGUAGE IS NOT NEUTRAL, IT GIVES POWER TO ANGLOS-SAXONS
IT’S A DE FACTO DOMINATION: ECONOMIC, CULTURAL, PHILOSOPHICAL, EVEN MILITARILY,
I’TS A DANGER TO THE DIVERSIFICATION OF OURS CULTURES.
IT’S ANTI DEMOCRATIC: IT’S THE STRONGEST’RULE. IT’S A DOMINANCE THAT PROVIDES A SUPERIOR ADVANTAGE IN INTERNATIONAL INSTITUTIONS : EU, UN,
UNESCO,
ENGLISH REQUIRES 1,500 LEARNING HOURS FOR BEING SPOKEN HALF DECENTLY (A LOTS OF TIME AND EFFORTS) AND YOU WILL ALWAYS BE IN AN UNEQUAL
INFERIOR POSITION FACING ANGLO-SAXONS.

THIS LANGUAGE IS NOT AS EASY AS THOUGHT, DIFFICULT TO PRONOUNCE, IT CONCEALS MANY TRAPS. SPEAKING ENGLISH WELL REQUIRES MANY IMMERSION
TRIPS AT HIGH COST AFFORDABLE TO PEOPLE FINANCIALLY AFFLUENT.
ENGLISH’S LEARNING BRINGS IN BILLIONS OF EUROS TO ANGLO-SAXONS WHO DO NOT HAVE THE CONSTRAINT TO HAVE TO LEARN ANOTHER LANGUAGE.
ENGLISH ALONE IS NOT THE SILVER BULLET, MANY DO NOT SPEAK IT.

MULTILINGUISM IS AN UTOPIA, TOO COMPLEX FOR MANY EUROPEANS, SETUP COSTS TOO HIGH AND WHICH LANGUAGE TO CHOOSE? THERE IS ANOTHER SOLUTION:
EUROPEANS SHOULD ADD TO THEIR ENGLISH STUDY ANOTHER LANGUAGE CARRYING MORE ADVANTAGES THAN DISADVANTAGES.
ANOTHER LANGUAGE EXISTS WHICH CAN BE TAUGHT EASILY,TOGETHER WITH ENGLISH: ESPERANTO,

HUMANISTIC SATISFACTION FOR THOSE WHO SPEAK IT AND A REAL SENSE OF BELONGING TO THE SAME EUROPEAN COMMUNITY, IT’S TEACHING CAN BE

3- DRAWBACKS OF ESPERANTO
THIS INTERNATIONAL LANGUAGE IS STILL UNKNOWN FROM THE LARGER PUBLIC.
THERE IS AN ERRONEOUS JUDGMENT FROM THOSE WHO HEARD ABOUT IT, AND A CRITICAL AND FALSE JUDGMENT FROM THOSE TALKING ABOUT IT WITH NO
KNOWLEDGE.

IN 1922, DURING THE CREATION OF THE SOCIETY OF NATIONS, WHICH WILL BECOME THE UN, 13 COUNTRIES WANTED TO PUSH ESPERANTO FOR ADOPTION AS
WORKING LANGUAGE AND SCHOOL CURRICULUM. FRANCE WAS OPPOSED OFFICIALLY AS IT WANTED TO IMPOSE FRANCHOPHONY. (ALWAYS THE LAW OF THE
STRONGER)
IF NOW FRANCE WANTED FRENCH TO BE THE EU LANGUAGE, HOW WOULD OTHER EUROPEANS REACT?

ESPERANTO HAS PROVED ITSELF, IT IS THE SENSIBLE SOLUTION

4- HISTORICAL ESPERANTO:

Some countries have a dominant language derived from their political, economic or demographic power.
There is Greek, Arabic, medieval Latin, Italian in the Renaissance courts, Spanish in the 17th, French in the 18th, English in the 19th and 20th and now the coming to power of Chinese and
Spanish.
Why not Esperanto in the 22nd century?
Noted philosophers took interest to the question of an universal language. Descartes said: “Humanity will need to create an international language, its grammar will be so simple that it
can be learned in a few hours, there will only be one declination and a single conjugation, there won’t be exceptions nor irregularities and words will derive from each others using affix “
Congratulations to Descartes who had anticipated Zamenhof’s Esperanto

Ludwig Lejzer Zamenhof is a Polish Jew born in Bialystok in 1859; in this city with different ethnic groups side by side and often they would not understand each other, starting quarrels,
even violence.
Zamenhof who spoke Polish, Russian, German, French, English and Yiddish, understand the necessity of a synthesis neutral language, belonging to none of the human groups.
His studies bring him to discover that by adding prefix and suffix, to a word root, it’s easy to create many other words. He creates his language with elements of Latin 75%, Anglo-Saxon
20% and Greek and Slavic 5%.
He translates Shakespeare, Goethe, Schiller, Gogol, Moliere and even the Bible, while still in his Ophthalmology practice.
In 1887, he marries a Jewish woman from Lithuania whose father, Alex Zilbernik, believing in his project gives him money to achieve it. He prints as author the 1st booklet ”la Unua Libro”
by Dr Esperanto.
He sends the booklet to scientific societies, newspapers, cultural associations, and celebrities. Follows, the creation of a Journal “la Esperantisto”. He creates a referendum on this
language’s evolution : it cannot be the creation of a single man but a group must create his language by its usage.
He perfects his language and in 1887 appears the base “fundamento” with only 16 grammar rules. In 1895 in Russia, the publication helping to establish flow of ideas is forbidden. Tolstoi
who had been an avid partner is being harassed.
But in Europe, the movement is launched, in France university, intellectuals are interested, Publisher Hachette participates and helped this movement.
The first Esperanto International congress takes place in 1905 at Boulogne-sur-mer with 680 participants from 21 countries, it’s the first world wide congress without interpreters.
It’s a great moment in humanity’s history. The Babel Tower has collapsed. Other international congress  follow and in 1908 Hector Hodler starts the Universal Association of Esperanto
in Geneva. In August 1914 a huge congress rallying 5,000 participants planned to take place in Paris, but the war declaration cancels it. LL Zamenhof dies exhausted from his work in 1917.
In 1923, during the creation of the Society of Nations that will become the UN, 13 countries ask Esperanto as working language and as learning subject in schools. France applies his
negative veto because L. Bèrard the minister of education wants to impose French as universal language. It’s clear now of what is happening !!!
For Hitler, Esperanto is the language of freemasons et Jews; he sends the Esperantists in concentration camps, Stalin sends them to the gulags and even 30,000 are executed with spying
accusations. In 1954, the UNESCO orders its general secretary to collaborate with the world Esperantist association. But our Anglo-Saxons friends promote the English steamroller. The
democratic reciprocity between nations should have imposed a neutral language for all.

5- FUNDAMENTO : Some grammar principles of Esperanto

It only exist one defined invariable article: la - no indefinite articles (a, it,)
Speach : Parolo :  final O for the NAME
Speachs : Paroloj ; final J for PLURAL :  pronounce OJ as in (oy,  boy)

Logical formation of words thanks to a few dozens of affixes (9 prefixes, 26 suffixes) combinable with the root of the word.  2,800 elements of words in EO are sufficient to the
understanding of a text against 10,000 in English

There are 2 ways to conceive EO: as only a communication mean for the majority of learners, or as a tool to comprehend between people to
achieve universal peace as wanted Zamenhof.


6- ZAMENHOF:  HIS PHILOSOPHY AND HIS PRINCIPLES
Based upon the thoughts of the wise Hillel Rabin in Babylon (1st century) that can be captured as “do not do to other what you do not want be
done to you”.
Zamenhof calls his doctrine Homaranism that consist in the idea to consider you as a member of humanity. It’s the idea of neutral religion “a
bridge that could peacefully reach all existing religions and later, slowly, become one.
During the Second congress EO in 1906, Zamenhof wanted to express his homaranism principles but changed his mind under pressure from
French Esperantists for whom the separation law between state and church had just been voted. He did not succeed in creating a movement
for Homaranism but received support from numerous pacifists.
His declaration of homaranism:
(homaranismo = homo : being human,- suffixes : ar = together -  an = member of a group - ism = doctrine ). I am a member of humanity and I
look at it as a family. I see its divisions in adverse religious communities as one of the greatest misfortune.
I see in each man only a man and I appreciate him based on its personal value and his actions.
I am conscious each country belongs to such or such people but to all its citizens.
To the question ”to what people do you belong?” I answer I am member of humanity”.
Never should I hate or persecute someone because his faith in God is different from mine. I am aware that the nature of real religious
commandments lies within each heart of us under shape of his faith , and that the fundamental principle is reciprocity:
“Act with others like you would like they act with you”.
I want, if my country’s law allows me, call myself “free thinker” without having to identify to atheism, but opt for a full freedom of faith.

7- EUROPEAN UNION AND THE STATUS OF ENGLISH
EU basic rights charter, art 21, forbids all discrimination based on sex, race, color, ethnic origins or social, language, religion, opinions, …
art 22,  EU respects cultural diversity, religious and LINGUISTIC
English from its privileged position imposes a domination on other languages of the EU: Francois Grin’s report (Swiss university professor)
In 2005, the hight council of France school evaluation asks F. Grin a study of teaching foreign languages as public policy.
His report presents 3 solutions:
solution 1 : All English
French was for a long time the EU main work language but it is being replaced by English.
In 1986, texts received by the commission were 56% in French, 26% in English and 11% in German.
In 2008, texts received are 72% English, 12% French and 3% German.
Great Britain earns 10 Billions € to 17 Billions € / year or savings from the dominant situation and included advantages of English: In
scientific research, cultural expansion, and commercial activities.
Linguistic travels to the UK and the USA, benefit mostly privileged children and are an enormous source for profit for these hosting countries.
On the economic level, results are spectacular: Teaching of English causes a yearly expense of more than 50 Billions € to the European
countries, but the UK spends 4 times less than France in its education system to teach foreign languages.
Many commission job offers require candidates to be English-speaking natives, setting discrimination between English speaking countries and
the others.
On certain subjects tied to environment, the commission only provides English texts.
In 2000, Mrs Thatcher said: “in the 21st century, the dominant power is America, the dominant language is English and the capitalist economic
model is Anglo-Saxon.”
The political, economic and cultural advantages they benefit from are immeasurable, Billions €
English is hegemonic, because of Americans; it’s the language of the strongest, politically, economically, culturally and militarily.
Prominence of English puts other nations in a position of dominant to dominated, faced to Anglo-Saxons, it’s submission to the strongest, it’s
absolutely anti-democratic, it’s a loss of sovereignty and independence. 
Reciprocity is never respected.

solution 2  : multilingualism ; it has a high cost and does not lessen inequalities between the speakers of other countries from those of the 3
major languages (EN, FR, GE).
Multilingualism is utopia. (It takes 1,500 hours to speak English and 2,000 hours to speak German).  Learning 2 languages takes 3,500 hours
within 7 school years = 500 hours during 8 months = 62 hours a month. So more than 15 hours a week = 3 hours daily??? is it achievable?
Sylvie Goulard  (European deputy) recommends multilingualism. She told me: look it’s simple, I do speak 5 languages, it is easy to learn 2 more
beside your mother tongue
What sufficiency! Less that 5% of students reaching the end of high school do not speak English well (1980 statistics), how could they speak
well in a third language?
Many experts have doubts EU will reach its objective of fluent trilingual. 

Solution 3: Esperanto : as a most advantageous language. It would allow savings for France of more than 5 Billions € and 25 Billions € for EU. 
The Grin report concludes in favor of learning EO because this language is thought more economical , simpler to learn and neutral.
There is no equity, it seems using EO is dangerous for the Anglo-Saxon world domination, while EO political action is that of progress, of
democracy of knowledge and peace.
Upon receiving the report, the High council transmitted to the French Ministry of education, with no mention of the EO solution. It’s totally
missing??
Art 44 (charter) each EU citizen has the right to petition in front of the EU parliament, it would be great to propose it. (it requires 1 million of
signatures).

8- UE COUNTER VERITY
EU published documents “Speak Europeans languages” .
p 5: reveals that 38% of Britons confirm having a conversational knowledge level of a second language”.
P 6: poll Euro barometer on 29,000 people, about 1,000 per country:
28% of respondents said they know 2 languages in addition to their mother tongue.
Estimation that 1/3 of functioning costs of the European Parliament are caused by diverse adaptations, translations, publishing within the 24
officials languages.
Although the given number of 1% ?? p 13 in the Report Melchior is given in June 2003:
There was for EU, at this time, 11 official languages.
1,150 translators in the parliament, how many in the Commission? 11,000 meetings yearly and 700 translators active daily, at the individual
cost of 625 €.
The translation cost for one full day meeting, was 5,200 €.
A EU poll shows 40% of the European population says they speak English (it’s a personal estimate from the polled individuals) while 2% can
only have a basic conversation after 7 years of English study.

9- ESPERANTO General info:
The siege for UEA Universala Esperanto Asocio is in Rotterdam. It regroups 100 associations in the world with 35 in Europe.
Hundreds of world publications and broadcasts in Poland, China, Australia, Italy, The Vatican
EO is taught in 150 superior learning establishments and in 600 in the primary and secondary education in 28 countries. More than 30,000
texts published in EO.    
5 to 10 millions speakers world wide; more than 5 millions learned it at some time in their life. In France, 5,000, it’s sadly very few.
France : in 1898, EO Society foundation to propagate, in 1905 1st world congress in Boulogne-sur-mer, 1st world congress without translators.
In 1922, failure to officially promote EO during the SDN, as Louis Bérard, France’s minister wants to impose French as the international language.
In 1945, the movement is reformed to become UFE union French EO,
In 1952, acquisition of chateau Gresillon (cultural center), restored by its members.
In 1973, acquisition of the HQ rue de la cerisaie 75004
1998 world congress in Montpellier, 3,300 attendants for 65 countries.
In 2000 magazine: the EO world.
This year in July, world congress in Lille. 3,000 attendants expected coming from more than 150 countries.
EO is an agglutinative language (as is Chinese, Turkish, Hungarian) that expresses with precision the largest fluctuation of the mind.
Language “un national” neutral
EO appears unlikely as was the euro € , 20 years ago, EU in 1945, the Delambre and Mechain metric system in 1795 and Arabic numbers
known in the 12th century but universally used in the 18th,
It would only take some common political decision from all EU members or from of the most influential for EO to be accessible to all.
EO resisting people do not have the knowledge of the subject matter but often change opinion following information.

10- OPINIONS ON ESPERANTO

“ Language diversity is the greatest scourge for humanity”
F Coppée, Louis Lumière, P Langevin, Léon Blum, G Duhamel, J Rostand, M Genevoix,
André Michelin : « for commerce, the required language will be EO »
Daladier : «  European unity will be achieved through EO on will not be »
Prof Gosset : « EO is the best gift to humanity»
Others adherents: Gandhi, w Brandt, M Alliot-Marie, E Reclus, Tolstoï,
J Verne with his last unfinished book where EO had a large component.
J Jaures proposes l’EO becomes the work language for the International Socialist in 1907
Pie XII engages the church to develop usage of EO, traditionalists sabotage the idea but Radio Vatican transmits in EO.
UNESCO recommends in favor of EO in 1955 and 1995.
A recent poll reveals 120 European deputies are in favor to introduce EO as the working language for the parliament and the European
Institutions.
In spite of numerous favorable opinions, EO has many opponents’ mostly uninformed people on this solution.

For 250 years French was the official language in England than following the 100-year war, a national sentiment rejected French and in 1395
English was brought back as official language. In modern English, 60% of words come from French or Latin, Its difficulty resides in its complex
pronunciation for a French speaking person.
There are 225 European languages, but 35 official languages for 50 countries.
Regional languages: 32 in Italy, 24 in France, 20 in Germany, 13 in Spain, and 11 the UK.

12- INCONVENIENT ACTUAL SYSTEM difficulties (with mines)  to understand each other.

Costa Concordia ? ask for buoy, he arrives with fire extinguisher or Nepal catastrophes?
Fraternal, communal philosophies at Club Méditerranée, but exchanges are difficult,
Trigano should have had EO workshops, it was in his philosophy.
Traveling in Asia, very few speak English, tours and touristic documentation done for Anglo-Saxon only, signs in touristic UNESCO sites marked
with local language and English. Discrimination.
For industrialists, instructions and product description are in 18 languages. Waste of time and money. Wall Street institutes 98% success. !!!
like loose weight in 3 weeks !! Amazing, incredible isn’t!
Training for jobless, English lessons: what budget???

13- CONCLUSIONS
Let’s keep the training of a foreign language: English as 1st language works, the education system is in place, this should not be changed.
Although we can add an auxiliary language to it, that would be learned as 2nd language to serve as easy communication language.
Anglo-Saxons would have to learn another neutral and simple language, EO, that would save them from making an arbitrary choice between
French, German or Spanish, Italian, Russian, Arabic, Chinese and other.
French is difficult it is not a rational communication language, but a cultural language, we have to support Franco phony but without the goal
to impose French as an international language, otherwise it’s again a dominant anti-democratic position.
Internet creators of the open Linux software, fight the English hegemony.
Google has a version of its search engine in EO and on Wikipedia more than 150,000 articles exist in EO. EO as political action in Iran and Afghanistan where
students learn it  to oppose total Islamism and total Anglo-Saxon.
Starting development in Nigeria, Japan, China, Vietnam, Scandinavia, Poland, Germany, and Netherlands.

elections.
Paradox: EU speaks English but the British want out
If all the medias, newspapers, radio, TV, including 5mn a day of weather report, will inform their European customers would understand each
other in 2 years’ time.
What decisive media could establish itself in favor of EO and contact its foreign counterparts to launch an EO initiation, it would require a lot of
courage facing contempt, irony, sarcasms of a unique mode of thinking.
With EO, the cultural horizon would be enhanced: films, documentaries, books, revues, museum info booklets, editions, … public restrooms,
also lives could be saved as this would lessen incomprehension in critical cases (drugs, sickness)
No more cost for linguistic studies abroad, strong economic incentive for parents.

Zamenhof would tell us we would be surprised to know all men have the same natural and spiritual need. They first have questions about food
that is vital and primordial, but have then spiritual needs like: liberty, justice, respect. What they want above all is reciprocity, each as a right to
his share of freedom, justice and well-being. It’s the base for good human exchanges.
We all have these same needs and also freedom of communication and understanding. We ve get there, that day, many fences and pains will
fall and will not be just a step after another but a great step for humanity.

Each of us must be viewed with the same rights and same duties, same dignity and same respect. There is no law stronger to each other.
Neutrality and equity must be the common rule, but each of us must keep his specificity, his rites and individuality.
Esperanto is a great scheme for EU. It would finally provide a real feeling of European belonging. It is a genial idea, it has to be implemented,
and it’s beautiful, simple and inexpensive; why this masochistic reject?
To conclude I would like to quote Victor Hugo who said:
« Utopia, it’s tomorrow’s reality »
And him again: “a simple and just idea always end uo imposing itself”
